Easier said than done. First of all you're talking about turbocharging an engine with a 12:1 compression ratio that was designed to run on regular unleaded gasoline. Now there have been high compression turbocharged engines, but normally not quite so stratospherically high before the turbo kicked in, you risk damaging the engine if you don't do it properly. Ford even lowered the compression ratio for the 2.0 L EcoBoost to 10:1 or so instead of 12:1 for the standard GDI TiVCT engine. You might want to factor in for the purchase of an ST motor and transmission to handle the power and torque figures you want. However the alleged RS would have a 2.3 L version of the i4 engine with a turbo charger and that won't be easy to mimic.

You're welcome to try it, but if it was reliable enough to pass strict durability testing under the harshest of conditions I think Ford would have relished the opportunity to keep the compression ratio higher, as it would make even more power, but chances are that detonation would start to creep back in and the car would try to retard timing as far as it could, to the detriment of fuel economy and power, probably even on 93 octane AKI ((ron+mon)/2) E0.

Maybe you could get away with the higher compression running on e85 but as it has much less energy content you'd still be using far more of it.
