Also I found this, but it's kind of confusing. Does this state that ALL gas has to be 10% or simply that it is easiest to meet the requirements by making all gas 10% blend?

I haven't seen any labeling of E10 E0 E85 etc EVER.
Up until a year or so ago, new york state required ethanol only in certain areas where air pollution was considered to be a problem, like NYC, buffalo, etc. Then the idiots in charge decided that the whole state should be E10 compliant. what a pita. Since then (in two diff cars) i've noticed a good 5% drop in mileage both city and hwy. sucks.
