Do you just plug the hole on the end, where the actuvator arm is or do you plug all the holes where the shaft does thru?

My car feels a lot smoother running w/ the flaps opened. So I'm going to either get an escape manifold or plug the holes on the stock one. Say Ronnie did you just plug the hole on the end where the actuvator arm is, or do you plug all the holes where the shaft goes thru?
