I agree in part with you, but we have to agree that it has to have some sort of air "pushed" to the engine (getting into the car), because in the test the car is "static", doesn't move and doesn't get all the air would get in real life, as the speed goes up. So, I would not say the tests are that biased (no more than the usual 10%). IMHO.
