I have referred your problem to "she who knows all things material" (The original 'material girl'?). She said for you to call a store that specializes in cleaning leather. She said the saddle soap won't hurt, but it won't do anything with paint. There is a store here in STL that specializes in cleaning and reconditioning leather. So if you don't have a local source let me know and I will send you there number. P.S. Wife also said that you should NOT try things like goo-gone as it will prob have disastrous effects. P.S.S. From the sheen in the pic. Your leather has been treated. If you know what kind of leather it is that would prob be really helpful to the shop.
