It was the exterior protection package that added the splash guards ...

Question ... do the rear wheel wells have plastic shielding inside just like the front wheel wells?

I notice the rear wheel well on my focus (no exterior package) shows exposed body and frame and only has a black fiberglass carpet material for blocking the dirt.

I have not seen a focus yet with the manufacturer installed exterior protection package that you got. With the price you paid compared to the oem molded splash guards that anyone can install; it seems like they should of at least added these extra parts with your upgrade.
