The S model pretty much only exists for fleets, unless you special order one, no dealers are getting them in. It is the bottom car, anything they could of saved money on they did, this includes small steel wheels, steel control arms, drum brakes etc.
When I was shopping around for mine, dealers had tons of S on the lots in the Bay Area and relatively few of each other configuration. I agree the S is more of a fleet vehicle but there are still tons of them out there for regular buyers as well.
