Found the problem. Back when I first got the car I removed the fuse for the rear wiper since I never plan on using it and both wipers are on the same switch. So I removed the fuse so i'd never accidentally turn it on (seen too many rear windows get scratched from wipers). I guess I must have bumped the switch backward during the process of removing the cluster, which of course that makes it control the rear wiper. So, I still don't know what the heck is doing all of that clicking, but with the switch pushed forward for controlling the front wipers the clicking is gone. Move the switch backward and the clicking resumes. All that crap I went through trying to figure out the problem and it was as simple as moving the switch forward.
